Improve link text in the popup.

Just make the whole thing the link, it improves accessibility. Always link the text which best represents where the user is going. It helps skim readers and if the content is HTML rather than JS, it'll help SEO too! win-win.

So, I suggest changing "Please leave your ideas about improving SunCalc or vote for them [here]" to "Please [leave your ideas about improving SunCalc or vote for them]". (Link shown with square brackets)

The "leaving your ideas or voting" becomes the action! :)
