increase resolution on LaT Long

I cannot get the observatory exactly centered
needs more resolution on decimal Latitude and Longitude (at least 5 significant figures after the decimal point
keeps defaulting to county seat 50 miles away!
Nice program. Just needs better LAT LOng resolution
