Alarm at sunrise +/- 2 hours, and at sunset +/- 2 hours

This would be more useful for a mobile version, but it would work on a PC, too: alarm, which would go off on a sunrise +/- 2 hours (adjustable), and/or sunset +/- 2 hours (adjustable).
Such electronic device is known as "astronomical relay" or "astronomical relay timer".
